MTS Mblaze slow downloading speed

I've buyed the mts mblaze from the official shop...I've confirmed 3 times that what will be the downloading speed. They say that in unlimited plan of 98/- After 5 gb your speed will be less...I've asked what will be the speed.They said that around 50-60kbps..but I'am receiving the downloading around 9-10 kbps maximum....this is total cheating.... my mblaze device number - 5843
