Fraud email complaint

Dear sir , they told me that first you pay this rs. 00/- For conversion into rbi . After that they told me again to pay rs. 00/- Then only rbi has insisted to this amount then only the can tranfer into my account. Following is the email they sent me .... attached below is reserve bank of indian international foreign exchange form. You have to follow the instruction step by step in filling the form. Print out the page and fill up the form and scan summit immediately via email for further action. Also you have to make the activation payment of rs.24, 600 rupees for the activation of the foreign bank draft before it can be able to transfer to any of your nominated bank account details. Below is the account details from our agent here at british embassy were the activation charges payment will be made to enable me withdraw and present to the rbi authority for them to affect the activation/Transfer of your winning amount direct to any of your account details.
