Bikini rich alert subscribed without permission and deducting balance

Sir, I am using tata docomo mobile. Bikini rich alert is subscribed on my no without any inputs from my end, it is deducting balance also. I have never requested this and till now rs 10 has been deducted. I have checked my previous 5 deductions and this rs 10 does not show up anywhere. This is not first time I am charged for services unnecessarily. So I want to complain to the highest authorities possible and please also help in getting refund of my balance immediately.
