Complaint against garbage van

The garbage van mh02 9266 parked his vehicle on 14th road khar west road blocking the traffic for almost 30 minutes and I had to wait as the driver refused to park on the side of the road. He was arrogant. Are they really allowed to park such a huge van on the centre of the road ? I reported to a policemen on bike but he simply ignored me and moved on. Thats the attitute what government servants have these days.
