Dhanraj provisional shop is not registered and cheat people

The mrp of milk is rs.7..but he charges rs.8....and if the milk tore off after boiling he does not give a fresh packet..and if we want a new pack we have to pay him...the butter milk mrp is rs.8 he charges rs. 10. What action can be taken against him? and one of the shop is unregistered...his weighing machine is not a registered one. Please help as he cheats a lot...he cheats illiterate a lot... panna bharuch
