Absence of staff in BSNL

On 31st july 2012 I have sumbitted a form for "choose your number"(a scheme under bsnl.First you have to register and fill up a form online in bsnl website.After registration this has a 96 hours of validity to submit the same form's hard copy and other required documents in bsnl office).They entertained my form after its expiry date.Then they asked me submit another form.On 8 aug 2012 I again registered in the bsnl website,print out the form and went to the bsnl office with other required documents.They asked me to submit the application form and documents in sde(commercial) section,but the person in sde(commercial) was not there.I wait from 3:00pm to 5:30pm.I called him several times but no response. He didn't came to office after lunch and when I contact to customer service of bsnl,they couldn't help me either.So anyone can help me with this.?? I want to lodge a complaint against him.The name of the person in sde(commercial) bsnl bhawanipatna is mr.Khamari.I don't know his full name.
