Bsnl prepaid network related

Respected sir, my self maulik patel.I am righ now at kadi,gujarat.I have activate my 98rs plan in my bsnl mobile prepaid card for my personal use in net setter.The problem is that network doesn't connect to my laptop via net setter.I DID many time request to customer agent,but they suggest,would call u on your alternative no. That given you.Still the situation is same,if you tried 10 time to connect it will connect hopeful 1 time only.They didnt respond now a day just tols will call you.This problem only with bsnl itself. Is this scenario only with government company??? please help me out from this complain.May it will help to other also... thank you.
