IHO's no money refund

Sir,I had take health policy rs5100 for 5 people from indian health organisation in jan2012,but till date I have not received thh 5 members card,I had call to iho on18001034466 lot of time,they told me the address was wrong,then I send my office address but they dont give response to me.Now from 2 months later I have requested for refund bcz 7 months r gone & policy is not usefull to me it is 1yr policy, but they told me we r call back to u. I had call lot of time they give me same answer but not take any action on my complaint,my father is ILL now & in hospital so I have required my money back but they r neglect to my complaint,pls help me for refund.
