Passport dispatch delayed

I had applied for my passport in september last year with file no. Hydh031602-11, police verification is done in november and everythg was clear. Since nov it is showing "it is to regret that due to unavoidable circumstances the dispatch of passport has been delayed and will now be dispatced in a week's time". This is august and now they are saying to close the file and apply freshly again. I wasted my whole year following up wth them and now they are asking me to apply without any reason. I am really depressed the way govt is working. Please help me.
