I didnt received my consolidation marks card for 2009

I applied for my bpharmacy pci registration in december 2009 with 00/- Through D.D.But the actual registration fee is only 60/- Me and my friends paid the amount of 5000 for process.....I went their and I asked for money they given reply that they are waiting for govt order ...from last 7 months they are telling same answer...and also we didnt get our registration certificate till today...can any body suggest me how to recover my money from them...
