Bsnl activated caller tune without my prior permission

First time on 21st july2012 30 rupees deducted immediately when I picked the phone to attend the call & caller tune activated.I called customer care but the executive DID not response.She told me it is not possible to return the amount but in future I will not receive any call like this but again last evening 05 august same thing happened & when I tried to make contact customer care not available.And this time rs.12 more deducted with rs.30. This is totally frustrating that if we pick any unknown no. Then we can face these idiotic incidents & customer care executive rudely reply like we are fool.
