Avarage bill created just for last 2 days of meter crash

Our previous month bill date was 18 june 2012.So these month our bill date may be 19th june to 19th july.On 17 july our 3 phase electric meters wire connection point has been fired.As the rule we have make a written call in call office at 08:00am.Due time office staffs receive the call,but their was no new 3 phase meters in the office,so they put the wires out from the meter and connect the wires without meter.In this month our main motor was fired and the factory was stopped for minimum 25 th days.This month our billed rupees is rupees=2326/ As meter reading.On any other previous month our billed rupees was=13000,16000,18000,because the factory was running then.Senior ingineer pradip sen cancelled my bill of rupees=2326/ And said that the meter is damaged,so he cancelled the bill and make a average bill of rupeees=18885/.But that,s not the fact,because the meter was absolutely ok.So against senior ingineer pradip sen I have the complaint.
