Tata docomo activated miss riya service

Around 012, tata docomo charged me rs. 23 for a vas service "miss riya", which I never had requested/Activated. I tried to stop the service using *191# but I am unable to do the same (it shows no services activated). On 012, similar deduction of rs. 30 was done stating "hi!subscription to miss riya has been renewed". Please help! I cant disable/Stop it either. I don't want to loose my money like this. And the customer care representative just said, sorry we cant do anything right now, it is a bug in our systems and we are trying to have it rectified asap. Now, who the hell will return my money and assure no more activations of unwanted paid services?!

Its about a week now and no response from the company... I am really disappointed :(

A new sim is activated within 4-5 hrs. Max. But it takes more than a month to get your complaint registered. Why is it so?

p.S : I have managed to stop this service somehow on 03-08-2012 but I want that un-necessary deduction to be refunded
