Delay in isssue of passport

Its being about one year I have submitted my application for passport on august since last 6 months its showing same status that dispatch of passport has been delayed and wil be dispatched within week time but since today its showing status against the file number a083431 kindly help me to get my passport soon as its very emergency ! thanking you regards surabhi
