MTS bill money deducted but service not started

Hi, I have paid the bill of rs.1000/- For mts using their partner site www.Rechargeitnow.Com. After payment,I have received an email saying the bill has successfully accepted.But mts is not ready to start our broadband connection saying they have not recieved the payment.Even I have confirmed with credit card company,they said money is debited from credit card. Details are: transaction ID:64306186 mts data card no:9145584334 date:2012-07-05

I have contacted the customer care more than 20 times.They just take the complaint and leave.I do want to complaint with trai for cheating customers.
