Electricity department disconnected my meters

I had suffered a double massive heart attack, and got my self admitted in apollo hospital, for 3 months as I am alone without any family I could not pay the bill, for which the electricity dept have disconnected my 2 electricity meters at my place. Later I went to the electricity office and paid the bill with reconnection charges and requested the concerned to come and reconnect the bill, when the reconnection person came he demanded rs 100 + 100 for the 1 + 1 meters I am a old women aged 77 without any income in very poor health I told him I could pay him only 100 he contacted his boss at his office and connected only 1 meter and left, since then the electricity department are every month coming and putting the minimum charges which has become rs 1400 mow, my nephew who is staying beside my house is reminding the meter reading person and the electricity officer to please reconnect the connection for which they are insisting to pay the rs 1400 and they would connect the connection. Not able to bare this harassment I have moved to an old aged home. I ask that when I paid the reconnection charges previously why DID the line man did not connect the connection and without reconnecting the connection they are going on giving monthly bills.
