Vodafone doesn't discontinue my mobile connection and collection agent threatens

I am dr naveen dutt. I was using vodafone phone no 2443 since 2009 and got the second connection 8110 in 2010 for my wife and we were living in chandigarh. In march 012, I was selected as assistant professor in bps government medical college in khanpur kalan, sonepat, haryana. Thus I shifted to khanpur kalan, sonepat from chandigarh in march 012. Before shifting I called vodafone customer care number to get both the phone connections discontinued. Customer care representative informed that connection cannot be discontinued over phone and referred complainant to their store. No complaint number was issued for this. I and my wife went to sector 35, chandigarh vodafone store many time but on one or the other pretext they didn't discontinue the connection. On the first visit I was told that connection cannot be disconnected in the middle of billing cycle although I was ready to pay the bill in advance. ( Actually they misguided the complainant as trai guidelines directly state that closure/Termination of service shall not be made conditional upon payment of dues/Bills/Settlement of dispute.) They DID not even accept the application for discontinuation and told me to come on 1st april. I told them that I am a doctor and assistant professor in a government medical college and it would not be possible for me to come on that day. On this they asked me to send a signed application with a copy of the identity card and residence proof on 1st march for discontinuation. I DID the same by sending my wife with the signed letter and other documents but they refused to disconnect saying that they want all the documents to be self attested which they have not informed earlier despite asking all the prerequisites repeatedly. I then send self attested copies of all the documents through fax and send my wife again to the vodafone store. This time they refused by saying that it is not possible to discontinue without my presence . They adviced her to get the phone numbers converted from postpaid to prepaid, which they were ready to do without my presence, but my wife refused this as we DID not need any of the phone further. They then told my wife to come on 1st of next month. It was not possible for us to travel 200 km frequently I didn’t pay the bill because they were not disconnecting the phone and vodafone would have continued to send the bills. Now for last around 1 month (during month of june 12), a collection agent subhash rana on behalf of vodafone ( name as told by him- calling from phone no 613) frequently calls me, many of my family members, relatives, colleagues and even my seniors to force me to pay the bill. He is calling them repeatedly to create pressure to pay the bill. He has even called the director of my institute. On 28/6/2012 he called me and warned that he will call director so many times that he will be forced to switch off the phone. This behaviour is against the trai guidelines. On 25/6/2012 he even threatened me by saying that he know that my wife is working in bhiwani. Subhash rana used to apologize for the earlier bad behaviour of the staff in front of me and my family members. But in front of my colleagues and seniors, he projected me as a cheater and tried to defame me. I kept on using the phones for sometime as they were not cutting my connection and charging me as rent, I was expecting them to discontinue my connection once my credit limit is reached as they have done earlier. Initially my credit limit was 500 rs only and I sent an email to them to increase it to 1500 rs. But after this they kept on increasing my credit limit at their own without asking for any permission. I came to know that they have increased the credit limit of my two numbers to 5000 rs and 3100 rs. If it was not enough, they DID not disconnect my phone even after my credit limit was crossed. Now my collective bill is more than ,000 rs. 1. Vodafone is cheating the innocent customers, by pulling them in a trap, they do not disconnect the phone connection, inflate the phone bills and they do not disconnect phone even after crossing credit limit. 2. They still threaten the customers for collection of dues and have no respect for privacy of customers. These big companies are still beyond law of country and have their own rules. 3. Vodafone uses customer credit limit according to their benefit.
