Earthing is not proper and transformer is less capable according to load

I am from village barena, post-dharampur, distt- bulandshahar (u.P.)Pin-202393.There is no proper earthing has been done near transformer by the department, the transformer also not kept according to load there. In this village, there are two "atta chakki" (apporx 7.5 kva each) and approx 50 light(approx 1kva) connections but department only allocated 25kva transformer. There is no earth (- ) wire, only positive phases are circulated in whole village, due to this lot of eclectic items in homes got faulty in raining season.
