No change given by Masjid station ticket counter

Today I took andheri return ticket from masjid station counter at 2.40 pm. The counter sales person demanded 2 rs. But I don't have the change. That person told me to make it from the nearest canteen. I spent 10 rs for that 2. This is a big mafia in all the stations. The govt has to take appropriate action against these people's.
