Kerala state electricity board test meter delay

Hi. I am a consumer to kerala state electricity board, vorkadi unit, my consumer number is 2018 in the name of my mother nabisa. We are receiving bills for over rs. 00/- For last five bills. So I decided to request a test meter to check the function of our existing meter, hence I visited the a e of thr section and applied for the same with a cash deposit of rs. 10/- On 01/06/2012 and he promised me to install the meter within 3 working days. Now it is already one month and until now no message or action from the board.
