Kohrud police station corrupted

Hello, I lost the vehicle rctc smart card, to get the duplicate of the same, rto needed the copy of fir of smart card missing. I approached the police station, they took all my details, asked me to give money against the copy of fir. I asked if I would get recepit of the payment, they said they wont give. I DID not have money in my wallet that time, I told them I will give next day, they DID not listened to me and said that they would not give the copy if I dont pay the amount. The amount I had to pay is 0/-. I DID not mention my name and number for being safe. This has been happenig in almost every police station. Is the govt sleeping?
