Complaint against data wind for not supplying ubislate

I booked ubislate and my booking no. ID pme65f7 and I also made advance payment of rs. 9.00 through cheque and amount has been withdrawn from my bank account early last month. I tried my best to know my status through email and call centre no. 2180 but of vain. No one reply back through and call centre not picking up phone. Whom should I complain.
