Against Indian railways TTE

I have booked two tickets for karnataka samparkranti my waiting list is 1 but still tte is not confirmed my ticket upto jhansi and he has unofficially allotted seats to other persons in-spite of their waiting list is more than me, he has taken bribe and allocated birth to them. Railway verifies tickets of passengers with tte and has given rights to allocate births to waiting list if any passenger is not traveled, but the corrupted tt will allocate those birth by taking cash from passengers who posses general ticket, he will not allocate to the person who have paid the full amount at reservation counter and traveling on waiting list. My question is who will verify these corrupted tte.
