Harassment and non co-operation by Railway tte and attendant

Harassment and non co-operation by tte and attendant in puri durg express in ac II tier..during my journey I requested the attendant to provide pillow and blanket which he refuses to provide me on the pretext that it is already finishsed.I have got the receiving from the railway guard of that train who further forwarded my complain to station manager of raipur.I personally felt that these department employees are hand in solves with the culprit and I am sure no action will be taken against the tte.I can also provide you the receiving copy of my complain.Please advice next step.
