Overseas mediclaim policy - lost of passport & luggage

I lost my passport at indira gandhi international air port , new delhi on dt: 10-01-2010 time 15:05 . I taken a overseas policy from new india insurance co. I claim my lost passport and luggage bag with vallet round about $5000/- & Inr currency. I also apply in district consumer forum and case win on dt: 18-02-2011 but till date not received any amounts from new india insurance co. And delay appeal at state commission .
