Non receipt of pan card

Sir, I have applied for pan card in respect of my son which is urgently required for processing of education loan application to persue higher studies. On checking, I noticed that the pan card forwarded through blue dart express ltd on 18 jun 12. However, after checking from customer care of blue dart express ltd, I revealed that the courier could not be delivered on 25 jun 12 due to address being of prohibited area. The address given in the courier is an army address (sena bhawan). It is pertinent to mention that a no of such couriers are being delivered daily to soldier serving in sena bhawan and therefore the reasons of non delivery needs reconciliation. Request assist and take immediate action or else intimate contact no of person in delhi from whom I can collect the courier at my own expense keeping in view of the urgency.
