Mts data card speed problem

I have purchased mts under L&t corporate offer of 99/- Datacard + 6gb unlimited with 3.1 mps speed. But the actual speed given is around 80-100kbps also it goes to 0kbps even though I have mts signal strength of 99%.I dont know whats the problem is. I called customer care the told to clear temp files, try changing to broadband and all such thing.. but issue still persist. I fill like being cheated. Why do mts commit such offer when they cannot afford to provide the actual.This does not reflect a good company culture.
