Police asking bribe for verification of passport

My police verification was done at police station in 2010 feb. I refused to pay bribe of rs 0/-. It took over a month, finally I paid rs 0/-. After 2years passport office in pune saying that my records in for pvr ( required for pcc ) is not updated ?. So, I been to same police station again.... and this time constable is asking for more money again... can you tell me 1. Where I have to complain..or get justice. 2. How long does it take officially to get police verification. Thanks and regards, am scared to put my name and phone number ( like most of citizen ), because am afraid of two people...police and goons. And I cant trust any one.
