Electricity board charging extra since last eight months for the faulty meter

My village netewala sri gangamagar hai and I am a farmer.Last nine month my home electricity mitar not working properly .This complain submit from last eight month to every month in ganganagar bijle board.Ther posted staff a.E.N.And j.E.N. Thay no taken any action.They asked new meter no provided by the organisation every time.That is no our problem that is your problem.Please change immediate my miter.Organise charge me extra amount every month. Thanks
