Wbsedcl refusal of providing new electric connection

I have applied for a new connection of electricity on 24/5/12 at fathers residence where I intend to live separately as my father wishes and where already a connection exists in the name of my father.After inspection the respective officer denied to provide a new connection. This is very much disturbing mental piece of mine
