Usage charges on vodafone mobile

I bought nokia lumia 710 on 13th jan and as per the offer I was given free 3g services upto 2gb for 4 months number 440. However I used it for 15 days as I lost my cell on 25th of jan, but wasn’t using the service as I was using nokia n 72 after it. The offer was valid for 4 months and hence it concluded on 13th may. Now the main issue. I bought a new nokia lumia 710 on 21rst may and as per the offer I got 3g free for 4 months. I started using it till 2nd june when I called vodafone and asked how much data is utilized and I am still in offer or not. The answer was positive with data usage of 1.6 gb till 3rd june . On 4th my bill was generated and the 3g data usage was levied on it which was not acceptable. +187 rs) now when I called vodafone again I was told that due to some technical error 3g offer was not activated on my number and its vodafone mistake and would definitely escalate this. It’s been 10 days and now they have blocked outgoing on my number. I had already conveyed my issue a couple of times and to vaibhav from nodal office.
