Delay in passport

I have applied for an passport on 25-10-2011 and the application number is z515475, but till now I didint receive the passport and its almost 10 months and the status is still in the dispatched mode.Tried calling to the numbers displaced on the toll free but there is no response from those numbers. Request you to kindly let me know the reason for the delay in the passport. Regards, sivaji more 8776
