Tikona non payment of balance amount

Dear consumer forum I am dr sharath rao staying at "house no 2, p M ashirvada nilaya, opp govt collage, kumbena agrahara road, kadugudi post, bangalore - 67, my customer care ID is 375. On 30 apr 012, I gave a sum of 2000 rs to mr muniraj (ph no: 655) as advance for installing broad band in the above mentioned address for 715 kpbs 2 + 1 month plan (application no: 450) and told him additional 500 rs I will pay during installation. Later I called muniraj and changed the plan to 899 (1 month 715 kpbs plan) due to personal reasons. During installation mr bhaskaran 457) informed that since I have changed the plan mr muniraj will refund my 500 rs back, also bhaskaran spoke to mr muniraj on the day of installation for refunding money back. But since then mr muniraj has not refunded the balance amount nor he is lifting my calls. Hence I request kindly help me getting my refund back, kindly contact me for any clarifications.
