Cheating by vodafone company

Earlier I was using my mobile no. 5110 with mtnl, there was call from one representative of vodafone that my number has been selected, by vodafone for post paid, and I agrred to transfer my no. With vodafone, I paid the transfer charge by cheque and filled up forms which mentioned plan charge as rs. 299, to day my no. Was activated with with vodafone when I called, customer care of vodafone they told me, your plan charges is of rs. 399, but I have copy of form which was submitted to vodafone which shows plan charges as rs. 299, apart from this some other plans are also activated without my permission, hence I have been cheated by the company, they came with plan charge of rs. 299, and activated of rs. 9/-, No body is responding from vodafone nor their earlier representative, although I paid rs. 369, but apart from this I sufferred loss of rs. 250 and more which was my balance in mtnl company, the executive has told me at the time of executing form that all the blance will be carried forwarded to new company, but it DID not happened
