Tata docomo is not working since last week

Hi, broadband at my home is not working since last week.I have been told that there is permission issue and will get resolved by sunday I.E. Till 1st april 2012.Today when I have called them they are saying there is permission issue in society and I need to talk to chairman of society.They are saying that there is no issue from there end.Also they are closing tickets which I am raising for the complaints.How can I go and ask to chairman.This is not my work.Please help me on this.
