Use of ploybag by Reliance Trends

Hi to whom it may concern. I would like to highlight here though it is small thing but it is a big fraud that most of the retail stores are doing in up, ghaiziabad...everybody knows that polybag is banned in india and should not be used....but all the big brand stores in ghaziabad like easyday, reliance trends, store 99, big bazaar ect are selling these polybags at there own cost which is from rs2.00--rs7.00...and I would like to know that when it is banned by the indian govt, how they can sell these polybags. When I asked reliance trends in the month of september they said it is on temporary basis that we are selling these polybags so that everybody gets aware and get there own bags....but now today when I visited the store I was carrying my own bag and I made shopping of rs718.80 and the executive told me that still you have to buy a polybag of rs5.00 as your bag is very small...whre as my shopping bag was large enough to carry those 2 items which I bought from there....but he was not redy to listne me and forced me to buy the polybag of rs5.00...though it is very small amount but it does matter alot and I had to suffer and wasted my 20minutes...so request you to advise me on the same that where I can approach and how we can stop this harrasment which is done by all the big brands...
