Spam billing by Operators

I find that I receive enormous number of billing messages not pertaining to my mobile number being sent by various operators. I am very concerned that this may be because they have incorrectly attached my aadhar card or some such error. On one occassion I notified a list of such numbers to their customer grievance cell only to find that those numbers were removed but a large number of new number related bills were received. I also sometimes receive legal notices etc. What is the responsibility of the operator in making sure that incorrect mail ids are not attached to bills and if they are a correction in a secure and safe way can be initiated by the customer?
